Job Description: Our Finance Department is seeking a qualified and motivated purchasing professional to join an existing team. As the Buyer, your responsibilities and primary functions will include:

A variety of buying functions in compliance with established policies and procedures;

Dealing with vendors, obtain and analyze quotations, create and process purchase requisitions, purchase orders, invoices and other documentation;

Completing competitive documentation and obtain competitive responses;

Providing backup support for the stores/inventory area and assist with inventory count;

Maintaining departmental accounting and purchasing records, prioritize assigned work to coincide with departmental priorities and schedules;

Delegate tasks and provide guidance and backup for Purchasing staff.
Duties: Responsible for a variety of purchasing/buyer functions including locating and purchasing supplies, obtaining quotations from suppliers for goods and services, checking product price, quality, availability, quantity, delivery options and freight costs;

Prepare competitive documents including requests for quotations, proposals and tenders;

Create and/or process purchasing requisitions, purchase orders, invoices and other documentation checking for accuracy, completeness of information and proper authorization;

Assist District staff with current price and product information for estimating project costs;

Contact suppliers to resolve discrepancies such as those between purchase orders and deliveries;

Arrange for the return of items to various suppliers including preparing packing slips and credit purchase orders, verifying method and terms of delivery, arranging for pick-up and receiving and validating invoices;

Deal with vendors; as required interview salespersons and manufacturers??? representatives to obtain information on products and services being offered;

Produce a variety of reports for various internal customers, and create and maintain a variety of departmental accounting and purchasing records;

As required provide backup for stores area including receiving and issuing stores goods, servicing internal customers at stores including inventory related functions;

Establish and maintain effective communication and coordination with purchasing/stores staff, other organizational units, suppliers, the public and outside agencies.
Educational Requirements: Level II of the PMAC Professional Development Program;

A minimum of three years experience in a purchasing environment performing buying, storeroom and inventory functions.
Skill Requirements: Considerable knowledge of current methods and procedures of buying a wide variety of goods and services as well as current principles, practices and procedures as related to procurement;

Considerable knowledge of accounting procedures as related to purchasing;

Proven skills in business report writing, with the ability to prepare and maintain a variety of reports and records related to purchasing/inventory functions;

Proven skills in operating a variety of current computer applications including a Windows type environment, word processing, spreadsheets, database management, and other applicable municipal applications.
Salary: The wage for this full-time CUPE position is $30.13 per hour which includes a comprehensive benefit package upon successful completion of probation. This position works four 9-hour days per week.
