Senior Planner, Community Planning | Posting #E13-08

We are currently offering an excellent opportunity in our Economic Development & Planning Services Department, for a dynamic, self-motivated professional with proven leadership skills, energy and creativity of a Senior Planner in our Community Planning division. As an integral team player, you will be part of achieving the vision of Abbotsford as the most sustainable, livable, and prosperous City in British Columbia. Working in close co-operation with the Director of Community Planning, the Senior Planner will provide knowledge, expertise and leadership in directing long range planning related projects. This primarily involves the preparations of various types of planning reports and studies, policy analysis, presentations to the public and Council, and the provision of professional advice to customers inside and outside the organization. Major Accountabilities:

Project Management:
??? File manager on major, complex, and politically sensitive planning projects. Includes comprehensive land use plans (i.e. OCP and Neighbourhood Plans), report preparation and presentation to municipal council; bylaw preparation; organizing and conducting public consultation meetings. Assist other departments on projects impacting land use.
??? Prepare/update other plans and strategies (i.e. Affordable Housing Strategy, Population and demographic profiles, etc.).
??? Monitor negotiations between City staff, residents and other governments or agencies. Occasionally facilitate such sessions. Take initiative to resolve impasses when these arise.
??? Write reports with recommendations to Council. Principal host for public information. Acts as principal staff resource to Council and Director of Community Planning for formal public process, i.e. Public Hearing or Council hearing, related to files managed by incumbent.
??? Authorizes, approves, signs off on draft plans, policies and bylaws relating to Community Planning before they are forward to Council for their consideration.
??? Prepare/review request for proposals (RFP???s).

Staff Management & Peer Support/Collaboration:
??? Manage in context of interdepartmental assignments described.
??? Actively manage employees through coaching, assisting indirect reports with resolving interpretation or procedural issues, participation on interview panel for staff hiring of indirect report positions (i.e. Planner, Planning Assistant, Planning Technician).
??? Ensure timely response received from other City departments and outside agencies related to Community Planning projects.
??? Review and critique staff???s work on major projects.
??? Instruct clerical and administrative staff responsible for assisting Community Planning staff.
??? Provide specialist input to assignments under direction of others.

Work Plan Preparation & Budget:
??? Provide input to annual departmental exempt team goals, work plan, strategy.
??? Recommend additional revenue sources as part of annual departmental review of fees.
??? Validate invoices to recover solicitor fees from applicants where applicable.

As the successful candidate you have a Masters in Urban Planning or a combination of experience and a Bachelor???s Degree in a related field. A minimum of 8 years of diversified and progressively related experience in urban planning is required. Experience may include a combination of work experience and relevant education. You are also a full member or eligible for full membership in the Canadian Institute of Planners (MCIP) and membership in the Planning Institute of BC (PIBC).
