Job Description: This is a technical position that provides Geographical Information Systems (GIS) support services as they relate primarily to the day-to-day functions and responsibilities of the department. The position also supports other municipal departments with their mapping, advertising and data analysis needs.
The incumbent uses the District???s online/web-based GIS (Webmap) and other related software applications to perform a variety of advanced technical and analytical duties involved in the preparation of the interdepartmental GIS database. The incumbent researches, compiles, analyzes, enters and edits spatial data into the District???s GIS database and synchronizes the GIS database with the District???s Webmap.
Duties: Prepares maps and performs spatial analyses of data.

Develops program code and applications (Apps) to continually update the District???s Webmap and facilitate data analyses for staff.

Performs quality assurance and control (QA/QC) on existing, contractor supplied and internally generated GIS data.

Improves the District???s GIS database gap and accuracy.

Ensures the required updates and changes to existing spatial data are made as a result of bylaw amendments.

Researches the availability of spatial data from internal and external sources and builds necessary topology ensuring that prescribed data standards are met.

With the assistance of other engineering staff, prepares municipal engineering plans, forward looking plans and future underground utility and road layouts using ESRI-GIS and Autodesk Civil 3D.

Facilitates effective and efficient data interaction between the District???s GIS database and the Asset Management Program.

Responds to public enquiries through emails, in person and by telephone.

Collaborates with staff that manages and maintains or are users of the District???s GIS and spatial data.
Educational Requirements: Completion of Grade 12 and a certificate or diploma in Geographical Information Systems (GIS), knowledge of CAD system drafting, programming methods related to the work, survey technology, and pre-engineering; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position.

Minimum of one years??? experience in GIS and drafting, including experience using ESRI ArcGIS, AutoCAD and web-based mapping applications.
Skill Requirements: Thorough knowledge of GIS principles and drafting practices.

Knowledge of municipal engineering and planning processes and bylaws, including but not limited to, ones related to development and subdivision, rezoning applications, public hearing, and Official Community Plan processes.

Knowledge of property charges such as restrictive covenants, legal plan, easements, road gazettes, rights-of-ways or any other legal encumbrances typically registered against the title of a property as it relates to land use.

Proficiency with administrating Geocortex Essentials.

Proficiency with ESRI ArcGIS software including ArcGIS Desktop, ArcGIS Server, computer programming, python scripting, FME, advanced modeling techniques, Autodesk Civil 3D, Microsoft Office, and other related computer software applications.

Analytical and decision-making skills, to offer options and resolve problems in a variety of contexts.
Ability to prioritize work and complete assignments accurately under pressure with competing deadlines and with frequent interruptions.

Awareness of the Freedom of Information and Protection of Privacy Act and regulations relating to the disclosure of confidential matters of the municipality.

Ability to deal courteously and effectively with others.

Ability to identify customer needs and maintain and support a customer service philosophy.
Salary: $39.37 per hour plus a comprehensive benefit package.
