We are currently seeking an experienced and impartial professional to serve as a Screening Officer (contract position) to support our bylaw adjudication process. The pay for the Contractor will be $31.20 per hour (2025 rate).
Please note: This is a contract position. The successful candidate will work as an independent contractor and not as an employee of the City of Chilliwack.
Duties: About the Role:
The Screening Officer will work to resolve disputes related to bylaw enforcement notices issued by the participating jurisdictions. This role requires the ability to exercise sound judgment, fairness, and professionalism when assessing cases and entering into compliance agreements with respondents. The successful contractor may be required to attend Bylaw Adjudication Hearings and travel within the region.
Skill Requirements: Key Qualifications and Attributes:
• In-depth knowledge of local government bylaws and enabling legislation (Community Charter, Local Government Act, Bylaw Notice Enforcement Act)
• Understanding of offence investigation, evidence, and civil court procedures
• Experience with quasi-judicial and alternative dispute resolution processes
• Excellent negotiation and conflict resolution skills
• Strong verbal and written communication abilities
• Exceptional interpersonal skills with a calm, impartial and respectful approach and sound decision-making
• Awareness and sensitivity to human rights principles and the BC Human Rights Code
• No conflict of interest with any of the participating local governments
• Demonstrated compliance with local bylaws within the participating jurisdictions
• Ability to obtain and submit a satisfactory criminal record check (at own expense)
